CERN Hierarchy

In each Department, a Staff Association delegate attends the Group Leader’s meetings in the Departments.

 

Joint Advisory Disciplinary Board (R II 5.10 – R II 5.20)

Mandate

The Joint Advisory Disciplinary Board is convened on the decision of the Director of Administration to study grievances against a member of staff which is deemed to warrant disciplinary action that goes beyond a warning or a reprimand.

The JADB is not a tribunal. It investigates the case presented by the Administration and, within thirty days of the end of the hearing, forwards its report, including its recommendation, to the Director of Administration. The member of the personnel concerned and the representative of the Organization may be assisted by another member of the personnel during the hearing of both parties. The decision by the Management, like any other decision by the Director-General, may then be challenged at the Administrative Tribunal of the ILO.

Joint Advisory Appeals Board (S VI 1.05, R VI 1.08 – R VI 1.20)

Mandate

A member of the personnel may challenge an administrative decision by the Director-General which adversely affect his employment or association conditions, as they derive from his contract or from the Staff Rules and Regulations.

A request for an internal appeal is addressed to the Director-General who, if he considers it receivable, consults the Joint Advisory Appeals Board,
before taking a final decision on the merits of the appeal. The Director- General convenes the Board within 30 calendar says of receipt of the appeal
and communicates to the Board the basic documents submitted by the member of the personnel concerned. The composition of the Board is set out in the Staff Rules. The Board begins to examine the case within 30 calendar days. It may at any time initiate any investigation procedures which it deems necessary for the examination of the case. The Chairman of the Board may grant, upon written request, an extension of the time limits. He represents the Board for all proceedings.

The decision by the Director-General may be challenged at the Administrative Tribunal of the International Labour Organization.

Joint Advisory Rehabilitation and Disability (R II 1.28 – R II 1.31, R II 6.02)

Mandate

The Joint Advisory Rehabilitation and Disability Board, appointed by the Director-General, examines the cases referred to it and recommends relevant measures.

No one may be dismissed following a medically-certified disability without the Director-General’s consulting the Joint Advisory Rehabilitation and Disability Board beforehand.

CERN Learning Board (CLB) (R II 3.02 – R II 3.03)

Mandate

The CERN Learning Board advises the Director-General on all matters concerning training and draws up the CERN training plan which defines the current training policy of the Organization.

In particular, its mission is to follow up and assess the execution of the training plan which specifies the training activities and the necessary resources.

Technical Executive Committee (TEC)

Mandate

This committee has the following mandate:

  • implement the training policy, as defined by the JTB and agreed by the Director-General;
  • coordinates the training programmes in all areas (languages, management et communication, technical) by reviewing the proposed training programme in each field, linking them to the Departmental training plans and ensuring no overlap and omissions in the training programmes;
  • coordinate or convene specialist working groups (including DTOs and experts as appropriate and a member of the Training and Development Group as secretary) making recommendations to TEC on the content of the training programmes.

This Committee includes a representative of the Staff Association as observer.

Academic Training Committee

Mandate

This Committee coordinates the Academic Training Programme: regular lectures, postgraduate lectures and summer student lectures. It
maintains contacts with the JTB, TEC, the DTOs and the Training and Development group. This Committee includes a representative of the
Staff Association as observer.

Safety Policy Committee (SAPOCO)– R III 2.01

Mandate

The Director-general appoints a Safety Policy Committee including members representing the Staff Association.

This Committee advises and reports annually to the Director-General on matters concerning safety. It draws up and updates for approval by the Director-General a basic document « Safety Policy at CERN », which defines various categories of safety provisions and takes all such measures as are required for its implementation.

This document is made available to all members of the personnel.

Research Board

Mandate

The Research Board is the forum for discussing the practical aspects of the construction and running of CERN accelerators and experiments. It is composed of Directors and Heads of Research and Accelerator Departments, Chairmen of Experiment Committees (ISOLDE, SPS, LEP and LEHC), coordinators of the accelerators and delegates from external laboratories. The discussions are chaired by the Director-General. The Staff Association has one seat as an observer.

The Research Board is in charge of the systematic follow-up of the results obtained from various CERN installations, as well as the progress of the construction of the LHC experiments.

Advisory Committee of CERN Users (ACCU)

Mandate

ACCU is the discussion forum between the CERN Management and representatives of CERN users, where the practical means made available by CERN for the work of users are reviewed.

The role of ACCU is to advise the Director-General on the practical measures foreseen and the internal administrative steps to be taken as regards the use of CERN installations for research. This concerns, in particular, working conditions and the technical support provided to users for their activities at CERN.
