New Staff Council — 2024-2025 mandate — next steps
Staff Council by-elections to appoint representatives for the Associated Members of Personnel (MPA).
As announced in ECHO No. 422, following the resignation of seven staff representatives, the Staff Council decided to replace four of the seven resigning staff representatives with unelected staff representative candidates from the same electoral colleges as each of the members who resigned.
With regard to the other three cases of resignation, where there were no delegate candidates in the corresponding electoral colleges, the Staff Council decided to co-opt two non-elected delegate candidates, in accordance with the legal framework and as proposed by the President of the SA.
Finally, following the resignation of the representative of the Associated Members of Personnel, the Staff Council unanimously decided at its meeting on 20 February 2024, to organise by-elections in this electoral college.
Who, when and how?
All Associated Members of Personnel who are also members of the Staff Association are eligible to stand for election. There are three seats to be filled. The call for candidates will open on 26 March and close at 17.00 (5pm) on 3 May 2024. The detailed timetable and all the necessary information will be published in the next issue of ECHO.
Who are the MPAs?
As defined by Administrative circular No. 11 (CA11), in articles 19,25,32,39[1]:
" Associated members of the personnel are not employed by the Organization but are appointed by the Director-General on the basis of a contract of association. In accordance with the Organization’s mission, the purpose of contracts of association is to promote:
a) Associates for the purpose of international collaboration (MPAc),
Associates for the purpose of international collaboration comprise four distinct subcategories: users, cooperation associates, project associates and experiment associates (...).
b) Associates for the purpose of exchange of scientists (MPAx),
Associates for the purpose of exchange of scientists shall comprise four distinct subcategories: scientific associates, corresponding associates, visiting scientists and guest professors (...).
c) Associates for the purpose of training (MPAt),
Associates for the purpose of training shall comprise three distinct subcategories: students, trainees and apprentices.”
