CERN is above all an "international laboratory" providing members of the particle physics community some unique installations in the world to perform "research of a pure scientific and fundamental character" and to push science forward but also serve the human kind (The Organization "shall have no concern with work for military requirements"). Most members of the particle physics community who come to CERN to conduct this research are 'Users'.

Following discussions, the Management and the Staff Association are pleased to announce that consensus has been reached on the issue of the collection of Staff Association membership fees.

On 28 January you received an email from the Director of Finance and Human Resources regarding the issue of the deduction of Staff Association membership fees from your January salary. As announced during the Association's public meeting on 31 January, here are our responses to the main points raised in the email.

The Staff Association would first of all like to thank all the employed and associated members of personnel who participated in large numbers in this first public meeting of the year 2022. On this occasion, our representatives presented the state of progress of the themes that are of major concern at the beginning of 2022.

The Staff Council (SC) of the Staff Association (SA) has decided for its new mandate 2022-2023 to communicate even more widely to all personnel, members and non-members of the SA.

We would like to update you on the latest developments regarding the on-going discussions about the status of USERs and the impact on the introduction of the “Cost of Living Allowance” (COLA).

You have had the opportunity to be informed of this if you have followed our last public meetings, for the first time in CERN's history, and after more than two years of discussions with the Management, the annual membership fees to the Staff Association (SA) have not been deducted from the January salaries of SA members.

In the previous ECHO we informed you about the petition to support CERN Users who are facing financial difficulties following CERN's decision to reclassify subsistence payments made to CERN USERs under a new category, namely a “cost of living” (COLA) allowance.

In accordance with the Statutes of the Staff Association, the Staff Council, in its meeting of 14 December 2021, elected a new Executive Committee.

This first issue of ECHO in 2022 gives us the opportunity to wish you and your families happiness and success.

The Staff Association would first of all like to thank the employed and associated members of personnel who participated in large numbers in the public meeting on 2 December.

Life within the Staff Association (SA) is punctuated - on a daily basis - by the circumstances in which it must invest, while respecting its own Statutes. These define its tasks and duties, the first of which is the representation and defense of personnel’s rights in the broadest sense. But there are also other formal and important moments that are unavoidable.

The election of the Staff Council for the period 2022-2023 is now over. Of course, we also thank all those who stood as candidates and expressed their commitment to defend the interests of the personnel and of CERN actively.

The Staff Association reminds all employed members of the personnel (i.e. staff members and fellows) that till the end of the year joining the Staff Association is free!

Following the 2008 financial market crash, the CERN Council adopted a balanced package of measures which formally committed staff, pensioners and the Organisation to contribute together to achieve a balanced Pension Fund by 2041.

In an Organisation like ours, the rights that govern our employment and working conditions are different from those applicable if we were working for an employer in one of our Member States, which is subject to national laws.

The Staff Association would first like to thank the Employed and Associated members of personnel who participated in large numbers during the public meeting of September 24.

All the staff members, fellows and associated members of personnel who are members of the Staff Association can engage and submit their application until October 15 at 5 pm.

Since almost a year and half, the health situation still does not allow a cocktail in person, so the Association has adapted once again to the context by organizing on Wednesday 15 September a remote “cocktail” with all the delegations of the Member States and Associate Member States and their “Ambassadors” of the Association.

As already announced in the previous ECHO, in October of this year, elections will be held for your staff delegates for the 2022-2023 term

The next Staff Association public meeting will take place on Friday 24 September at 11.00 a.m.

The Association's Staff Council is renewed every two years. This year the election process will start on 14 September.

The COVID pandemic has drastically modified our way of working, and working from home has become the norm for most of us. The teleworking has proven itself an important aspect of ensuring business continuity, whereas under normal circumstances it provides also an opportunity for better work-life balance. On the other side for others, the teleworking may have negative effects, such as isolation (particularly for individuals living alone), and the loss of contact with colleagues.

The new annexes to Operational Circular No. 11 (OC11) “The processing of personal data at CERN” introduces an independent, expert supervisory authority for data protection matters, the Data Protection Commission (DPC).

Do you want to improve your working and employment conditions? Do you want CERN to pay close attention to the views of its personnel, to be at the forefront of the latest social advances? Do you have ideas about the working time, careers, recruitment, diversity, health insurance or pensions? This is your chance to contribute to change, to put your ideas forward, to be heard! The Staff Association will renew the Staff Council in the last quarter of 2021.

Due to the health restrictions applied to date, the General Assembly of the CERN Staff Association (SA) was held once again remotely by video conference. The General Assembly is, as every year, a privileged moment during which you can inform yourselves and take note of all the activities and successes of the past year.

The reports produced in the context of each 5-yearly review of employment conditions (5YR) on comparisons between CERN’s financial and social conditions and those of comparator employers are among the most important documents the Tripartite Employment-conditions Forum (TREF) examines and discusses. Indeed, these reports form the basis for Management proposals regarding modifications, if any, to CERN’s financial and social conditions to ensure that the Organization is able to attract from all Member States staff of the highest competence and integrity, and thereafter is able to retain and motivate them. These reports, submitted by Management, are thus always subjected to the scrutiny of Member State and Staff Association TREF representatives. In the context of the 2021 5YR (5YR2021), this was the case at the TREF meeting of 28 May 2021.

For more than 25 years, the Staff Association, taking advantage of the presence at CERN of delegations to the Council and the Finance Committee, has organised a cocktail party twice a year, in March and in September after the Finance Committee meeting. It brings together delegates from Member States and Associate Member States with the nationals of their country, chosen by the Staff Association among the Organisation's personnel to be "ambassadors" of the Association and the personnel. For the first time in its history, the traditional "cocktail party" of the Association's Ambassadors had to be interrupted, throughout the year 2020, due to the COVID-19 pandemic. However, the Association did not give up and resumed this practice in March 2021, in a brand new form via Zoom, while adapting to the current health context.

This year the OGA will be held on Friday, 25 June 2021 at 11 am.

We informed you in our ECHO No. 356 that the mandate of this working group was, as we expected for a long time, about to be finalised. It is now done! At the SCC meeting on 6 May, the mandate, whose objectives you will find below, was approved by the Management and the Staff Association. Three members of the management including HR Department representatives and three members of the SA will compose this working group. The kick-off meeting will take place on June 3.

By becoming a Staff Delegate your job will be to represent the personnel, on the one hand by serving as a social link between the personnel (from your electoral college) and the Association, and on the other hand by defending the individual rights and social benefits of all CERN personnel. Through your active participation in the Association's activities, you work to improve the social conditions of all the members of personnel of the Organisation.

In the first semester of each year, the Staff Association (SA) invites its members to attend and participate in the Ordinary General Assembly (OGA). This year the OGA will be held on Friday, 25 June 2021 at 11 am.

The Staff Association, like all services of the Organisation, must comply with Operational Circular 11 (OC11), concerning the protection of personal data. Privacy Notices for activities within the Association have been finalised and published to ensure the proper handling of personal data.

Article S VII 1.01 of the Staff Regulations and Rules (S&RP) states that "[…] relations between the Director-General and the personnel shall be established either on an individual basis or on a collective basis with the Staff Association as intermediary". This important role of the Association's delegates, to be the spokespersons of all the Organization's personnel to the Director General and the Member States, is given concrete form by regular participation in the various joint committees defined in the S&RP.

The CAPA, or the Individual Cases Commission (Commission des Cas Particuliers), is responsible for assisting members of the Staff Association in their disputes with the Organization. A professional career is not always a bed of roses and, in certain situations, assistance is welcome.

During the past 18 months, the Staff Association (SA) had not organized any cocktail meeting with the Member States and Associate Member States of the Organization, due to the health situation and its wish to privilege a direct contact with the delegations.
That is now in the past!

Dear Colleagues,
The Staff Association would first and foremost like to thank the employed and associated members of personnel who participated in large numbers in the March 19 public meeting.

Do you have any questions about the Five- Yearly Review of employment conditions 2021 (5YR 2021)? Would you like to know the Staff Association's priorities for 2021? Do you have any suggestions on this topic?

In the questionnaire sent to all employed members of personnel (MEPs) at the end of 2019, the personnel expressed a clear expectation that the career development aspects, which have undergone major changes in the 2015 five-yearly review, would be improved.

This measure, decided at the end of the last five-yearly review in 2015, although in view of the Staff Association it is still flawed (we will come back to this point below), already makes it possible to help you in certain extremely difficult situations that you may encounter.

For more than 60 year’s, each January, the Organization's standard practice, has been to pay, into the Association's bank account the total amount of individual membership fees calculated on the basis of the annual basic salary of each member.

Saying thank you is completely natural when a very active member of the Association decides to take a well-deserved retirement,

This new victory concerns CERN pensioners who also receive a compulsory French pension and are therefore automatically affiliated to the social security system.

Mr. Raphael Bello, Director of Finance and Human Resources and new President of the SCC, and Mr. Manfred Krammer, Head of the EP Department, joined the management delegation at this first meeting of the year.

The CERN Finance Committee and Council took place from 9 to 11 December 2020. The subjects dealt with were particularly important, with numerous and dense debates.

The Staff Association particularly noted the following decisions affecting the financial and social conditions of the personnel, which were recommended by the Finance Committee and approved by the Council:

The Staff Association's website had to migrate to Drupal 8, as did all of the Organization's websites.

We therefore decided to take this opportunity to review not only the content but also to improve the structure and design to make it easier for you to find information but also to make you want to consult it!

At the beginning of this New Year and the first issue of ECHO in 2021, the Staff Association would like to express its best wishes for happiness, success and, how could we fail to underline it, for health to you and all your loved ones!

We can only hope, despite the still worrying health situation, that the year 2021 will allow us to put human contact in person back at the center of our family, friendly and professional lives!

Since its creation, the crowds we usually see, on a daily basis, in our three restaurants and around ten satellite cafeterias located throughout the Meyrin and Prévessin sites, have crystallized CERN’s every-day social life.

In the 2018 issue of Echo N°284, the Association published an interview, largely devoted to concertation at CERN, with Mr Bernard Dormy, the outgoing French delegate to the Finance Committee at this time, who was successively Vice-President and President of the TREF (Tripartite Employment Conditions Forum) from 2011 to 2017.

Fast and complete contact tracing is a recognized means of breaking the chains of contamination of COVID-19. Since the beginning of the pandemic, this tracing has been done manually by the medical service based on the memories we may have of our movements and the people we met.

Above all, at the end of the year 2020, which will undoubtedly remain engraved in our memories, the time has come to look back on these long months spent under the threat of the Covid-19.

Each year, in autumn, the CSAIO (Conference of Staff Associations of International Organizations) conference is usually held for two days; this conference is reserved for Staff Associations of International Organisations, mainly based in Europe, and for European Agencies.
